This paper is an overview of the political and economic functions of government and other non-technical decision makers as a prerequisite to the beneficial utilization of the findings of the Joint Committee on Tall Build- ings. Ways and means of improving the quality of living are discussed. Reference is to shelter in general, i.e. for people, industry, services, and cultural activities. Emphasis is on practical steps and affordable costs in procedures by both public and private forces. The assumed goal is acres of open space and diamonds of buildings for quality living.
