Building Regulation in New York City
The regulation of buildings in New York City is not spectacular or controversial but public attention and controversy are not themselves the measure of importance of a governmental process. Many of the most important processes of our political or economic life, or of life itself, are not dramatic or vigorously debated. But they are not less important to the student of social mechanisms or the people whose lives are affected by these mechanisms. It is just these neglected fields of administrative regulation that are worthy of examination.
