THE PURPOSE of this book is to call attention to the social consequences of the local physical environment, to suggest that improvement and development is urgently needed, and to indicate how this can be effectively undertaken by the people most concerned. For it is on the local scene and in dealing with local problems that the socalled ordinary people are frequently the true "experts" and "specialists," and it is here that their interests are most immediately and clearly involved. It is here, also, that visible change may be achieved in a short space of time and those producing the change have the opportunity to demonstrate the value of individual and small group effort.
