What were the main reasons why the Human Environment Conference recommended convening this separate conference and why did the countries sitting in the General Assembly accept this recommendation? First of all because human settlements and the human environment are like two faces of the same coin. As soon as you start having any kind of settlements, however small, you start changing the environment, for good or for bad. Wherever you have settlements, you change the air, the water, the soil.
