"This book is, therefore, primarily concerned with the organization of a balanced distribution system for the local structure of streets giving access to and from the living and working areas of cities. This goal is seen as a continuous process of constant maintenance and readjustment which coordinates new concepts, as and when they materialize, within the existing layout of local streets and networks. Importance is, therefore, attached to methods of carrying out short-term improvements in relation to long-term solutions.
What this book tries to do is to put into a proper perspective the factors involved, while suggesting relevant techniques and examples of implementation. In this, the book is 'biased', not in its negative attitude towards vehicular traffic in central areas (no one mode can eliminate or create all movement problems), but in its positive emphasis on managing the environmental qualities of urban life. No apology is made for this approach. The provision of a safer and better environ- ment is, after all, the basic objective of urban planning."
