The deep concern shown by consumers and the public over the quality of the environment, the passage of the National Environmental Quality Act of 1969, and the numerous governmental regulations to control pollution and environmental quality have, by now, made it abundantly clear that a new level of involvement with ecological effects is required of any administrator in business or government who makes decisions about products and residuals which end up in land, air, or water- as most materials do. That is to say, the outputs of the economic system have had their impact upon environmental degradation, and now the environment will have its impact upon management decisions.
