The professions are meant to serve society's vital needs for health, justice, education, organizational management, urban planning, and social welfare, and to do so both effectively and democratically. There are ideas about how this is to be accomplished, and there are techniques for ac complishing it; but there is also serious concern that in practice the professions are in fact neither effective nor democratic. Theory in Practice addresses the basic questions underlying this concern for the prac tice of the professions and the education of professionals: What is professional competence? How is this competence learned or acquired? How can professional education be redesigned according to the necessities of competent practice?
